Abstract

The Western Australian government decided to take a bold approach by developing a new road safety strategy in full accord with the principles of the Safe System. With the assistance of a mathematical model developed by the Monash University Accident Research Centre, comparisons were made of cumulative serious casualties potentially saved for various combinations of Safe System elements, namely safe roads and roadsides, safe speeds, safe vehicles and safe road use. An ambitious combination of these initiatives was established in order to deliver major reductions in serious road trauma throughout Western Australia . If adopted fully, annual serious casualties are estimated to fall to around 50% of their 2006 levels by 2020

This paper proposes private sector participation, PSP, as a robust solution for urban transportation infrastructure and service development. It confirms that the renewal of urban transportation PSP is in its infancy when much more promotion and trust building is needed.

At the same time, much has been learned about PSP, and there have been beacons of innovation. Nevertheless, much more PSP novelty and advancement are possible and needed. There are positive and negative sides to PSP, but if properly applied it will be a robust solution for many of the current and future urban transportation problems. The PSP experiences are promising and growing. They were found to be a means of raising fund and improving management. They have been applied mostly to reduce and share financial, economical and technological risks. They may also be used to reduce and share urban transportation social, political, legal, regulatory, institutional and environmental risks. The paper proposes identification and balanced treatment of involved urban transportation processes via PSP instead of solely considering financial and management issues. In confronting the upcoming and escalating governance risks of 21st Century, Governments may look for a balance and harmony in public-private alliances for a sustainable urban transportation in people-centered cities of globalizing world.

The congestion pricing has been discussed as a practical tool for traffic management on urban transport networks. The traffic congestion is defined as an external diseconomy on the network in transport economics. It has been proposed that the congestion pricing would be used to reduce the traffic on the network. This paper investigates the cordon-based second-best congestion-pricing problems on road networks, including optimal selection of both toll levels and toll locations. A road network is viewed as a directed graph and the cutest concept in graph theory is used to describe the mathematical properties of a toll cordon by examining the incidence matrix of the network. Maximization of social welfare is sought subject to the elastic-demand traffic equilibrium constraint. A mathematical programming model with mixed (integer and continuous) variables is formulated and solved by use of two genetic algorithms for simultaneous determination of the toll levels and cordon location on the networks. The model and algorithm are demonstrated in the road network of Mashhad CBD.

In spite of significant advances in highways safety, a lot of crashes in high severities still occur in highways. Investigation of influential factors on crashes enables engineers to carry out calculations in order to reduce crash severity. Therefore, this paper deals with the models to illustrate the simultaneous influence of human factors, road, vehicle, weather conditions and traffic features including traffic volume and flow speed on the crash severity in urban highways.
This study uses a series of artificial neural networks to model and estimate crash severity and to identify significant crash-related factors in urban highways. Applying artificial neural networks in engineering science has been proved in recent years. It is capable to predict and present desired results in spite of limited data sets, which is the remarkable feature of the artificial neural networks models.
Obtained results illustrate that the variables such as highway width, head-on collision, type of vehicle at fault, ignoring lateral clearance, following distance, inability to control the vehicle, violating the permissible velocity and deviation to left by drivers are most significant factors that increase crash severity in urban highways.

The paper discusses the current state of research concerning railway network timetabling and traffic management. Timetable effectiveness is governed by frequency, regularity, accurate running, recovery and layover times, as well as minimal headway, buffer times and waiting times. Analytic (queuing) models and stochastic microsimulation are predominantly used for estimation of waiting times and capacity consumption anlong corridors and in stations, while combinatorial models and stability analysis are suitable for network timetable optimisation. Efficient traffic management can be achieved by real-time monitoring, fusion, analysis and rescheduling of railway traffic in case of disturbances. Real-time simulation, optimisation and impact evaluation of dispatching measures can improve the effectiveness of rescheduling and traffic management. The display of dynamic signal and track occupancy data in driver cabins, as Route Lint developed by ProRail, can support anticipative actions of the driver in order to reduce knock-on delays and increase throughput.

Railway service terminals are the places of a railway network usually equipped with costly technology based on highly complicated technological procedures demanding a high degree of coordination and control skills. Design of these systems and the organization of their operation should facilitate reaching to the required capacity together with high quality of service processes as well as minimal costs of resources. Due to the complexity of such systems, a simulation model seems to be the only suitable tool for performing investigations under realistic conditions. The paper focuses on the possible utilization of simulation methods to support the design and optimisation of infrastructure, operation, and process control algorithms in railway terminals. The paper also deals with the most important properties and possibilities offered by the simulation tool Villon and comments on the experience gained during its utilization. The tool supports tactical (mid-term) and strategic (long-term) planning usually related to infrastructural or operational proposals which are supposed to guarantee the optimal (or at least effective) behaviour of the modeled terminal.
