CAR COMMUTERS' MODE CHANGE IN RESPONSE TO TDM MEASURES: EXPERIMENTAL DESIGN APPROACH CONSIDERING TWO-WAY INTERACTIONS

Abstract
Many studies have shown that individuals’ responses to urban traffic congestion, as
usually assumed by policymakers, are significantly different from their respected actual behavior.
This paper adopts a behavioral approach to examine this difference, using the design of experiment
principles and binary logit models. In this approach, five transportation demand management
(TDM) measures including three push and two pull measures were investigated. Then, effects and
contributions of the measures in diverting car commuters to seven existing non-car modes were
taken into account. This study uses the stated preferences of 288 individuals who regularly use
their private cars to access their job locations in the central Tehran area, to calibrate seven non-car
mode models. The results show that when considering each mode separately, pull measures are
necessary to regulate the market share of each non-car mode. Analysis of the effects of the
measures in considering non-car modes shows that although their contributions are about 14% for
transit accessed by walking and 7% for taxi, they have never contributed more than 5% to other
modes.

Article abstract:
Road transportation by way of automobiles is a very convenient means of transportation. Today, the most detrimental consequence of developing transportation systems in a country is traffic accident that places a huge financial burden on society. This paper investigates the role of information systems in transportation safety that leads to improved planning and operation of the transportation system through the application of new technologies. Current methods for identification of segments of roads with high potential of accident are based on statistical approaches. Since there are not accident records for newly built roads, these methods cannot be used for regional roads that are recently built. This paper presents a GIS based Neuro-Fuzzy modeling for identification of road hazardous zones. The results of proposed approach are compared with statistical methods. It is shown that this method is a cheaper but at the same time robust means of analyzing the level of hazard associated with each road segment under consideration, specially when data are uncertain and incomplete.

A structural raffic flow model for urban arterial roads

Article abstract:
A structural model for urban arterial road is proposed. It describes the road traffic dynamics in a disaggregated way. The structural model mainly includes: (1) a link traffic model that tracks the traffic waves cyclically. Traffic waves within each cycle are captured by three characteristic points. These points are formed by the encounter of different traffic waves. (2) a proportional line model which is used to split the overall outflow into different turning flow. The model is derived directly from first-in-first-out (FIFO) principle. (3) a spillover component that deals with channelized section queue overflow and (4) a traffic flow performance index component that outputs macroscopic and microscopic level indexes. These indexes include delay, stops, queue length and vehicle trajectory, travel time. The former three can be used in traffic flow optimization and the latter two are valuable in vehicle emission evaluation. Simulation results show that with the increasing of numerical resolution, traditional CTM model gradually converges to our model.

The continuous dynamic berth allocation problem at a marine container terminal with tidal constraints in the access channel

Article abstract:
We consider the problem of continuous dynamic berth allocation to containerships in a tidal seaport. In some container ports, low water depth in coastal area causes many restrictions on providing vessel's services. Therefore, berth allocation planning for relatively large vessels with high draft is subject to tidal conditions when the vessels are in the access channel as from anchorage area to the quay. Tidal conditions sometimes have a significant effect on possibility of entrance and departure of these ships to or from ports. Shahid Rajaee Port Complex, Iran's largest container seaport and the case study of this research, located at northern coast of Persian Gulf and has low water depth in its area. Historical data of seaside operations in this port is applied to the proposed model. This model also takes into account the variations of water depth in different berths. Simultaneous programming for two or more container terminals and exertion of priority and precedency coefficients based on vessel size and voyage type altogether are other attributes of this model. Here, genetic algorithm in combination with pattern search algorithm was used for solving the problem. Computational experiments have indicated that the proposed heuristic is relatively effective just for small size instances.

Pattern-based short-term traffic forecasting for urban heterogeneous conditions

Short-term traffic flow forecasting plays a significant role in the Intelligent Transportation Systems (ITS), especially for the traffic signal control and the transportation planning research. Two mainly problems restrict the forecasting of urban freeway traffic parameters. One is the freeway traffic changes non-regularly under the heterogeneous traffic conditions, and the other is the successful predictability decreases sharply in multiple-steps-ahead prediction. In this paper, we present a novel pattern-based short-term traffic forecasting approach based on the integration of multi-phase traffic flow theory and time series analysis methods. For the purpose of prediction, the historical traffic data are classified by the dynamic flow-density relation into three traffic patterns (free flow, synchronized and congested pattern), and then different predict models are built respectively according to the classified traffic patterns. With the current traffic data, the future traffic state can be online predicted by means of pattern matching to identify traffic patterns. Finally, a comparative study in a section of the Third-Loop Freeway, LIULIQIAO, Beijing city, shows that the proposed approach represents more accurately the anticipated traffic flow when compared to the classical time series models that without integration with the traffic flow theory.

Vehicle routing problem with multiple decision-makers for construction material transportation in a fuzzy random environment

In this paper, a bi-level decision making model is proposed for a vehicle routing problem with multiple decision-makers (VRPMD) in a fuzzy random environment. In our model, the objective of the leader is to minimize total costs by deciding the customer sets, while the follower is trying to minimize routing costs by choosing routes for each vehicle. Demand for each item has considerable uncertainty, so customer demand is considered a fuzzy random factor in this paper. After setting up the bi-level programming model for VRPMD, a bi-level global-local-neighbor particle swarm optimization with fuzzy random simulation (bglnPSO-frs) is developed to solve the bi-level fuzzy random model. Finally, the proposed model and method are applied to construction material transportation in the Yalong River Hydropower Base in China to illustrate its effectiveness.

APACITATED VEHICLE ROUTING PROBLEM WITH VEHICLES HIRE OR PURCHASE DECISION: MODELING AND SOLUTION APPROACHES

Article abstract:
The overall cost of companies dealing with the distribution tasks is considerably affected by the way that distributing vehicles are procured. In this paper, a more practical version of capacitated vehicle routing problem (CVRP) in which the decision of purchase or hire of vehicles is simultaneously considered is investigated. In CVRP model capacitated vehicles start from a single depot simultaneously and deliver the demanded items of several costumers with known demands where each costumer must be met once. Since the optimal vehicle procurement cost is a function of total distance it traverses during the planning horizon, the model is modified in a way that the decision of purchasing or hiring of each vehicle is made simultaneously. The problem is formulated as a mixed integer programming (MIP) model in which the sum of net present value (NPV) of procurement and traveling costs is minimized. To solve the problem, a hybrid electromagnetism and parallel simulated annealing (PSA-EM) algorithm and a Shuffled Frog Leaping Algorithm (SFLA) are presented. Finally, the presented methods are compared experimentally. Although in some cases the SFLA algorithm yields better solutions, experimental results show the competitiveness of PSA-EM algorithm from the computational time and performance points of view.

APPLICATION OF INTERVAL-VALUED FUZZY ANALYTIC HIERARCHY PROCESS APPROACH IN SELECTION CARGO TERMINALS, A CASE STUDY

Abstract Cargo terminals are the gateways for entrance of commodities into the transportation network. Therefore, locating them in optimal location could have a major impact on the cost effectiveness and efficiency of transport, traffic safety and reduction in environmental pollutions. Due to the presence of a large number of parameters involved and the existing uncertainties, decision making in this field is a complex task. If the decision makers cannot reach an agreement on the method of defining linguistic variables based on the fuzzy sets, favorable results and more accurate modeling can be achieved by using the interval-valued fuzzy sets (IVFSs), which provide an additional degree of freedom to represent the uncertainty and fuzziness in the real world. This study presents a group fuzzy analytic hierarchy process (AHP) based on IVFSs (IVF-AHP), and its application to find the optimal location for the Ghaen (Qayenat) cargo terminal in Ghaen City, Iran. The results show that the proposed method is a reliable method in selecting the optimal location for cargo terminals.

چکیده پایانه ها دروازه برای ورود کالاها به شبکه حمل و نقل می باشد. بنابراین، موقعیت آنها در محل مناسب، می تواند تأثیر عمده ای بر اثربخشی هزینه و بهره وری از شبکه حمل و نقل، ایمنی ترافیک و کاهش آلودگی های زیست محیطی داشته باشند. با توجه به تاثیر تعداد زیادی از عوامل و عدم قطعیت های موجود، تصمیم گیری در این زمینه یک کار پیچیده است. اگر تصمیم گیرندگان نمی تواند به توافق در مورد روش تعریف متغیرهای موثر بر اساس مجموعه های فازی برسند، نتایج مطلوب و مدل سازی دقیقتر، می تواند با استفاده از مجموعه فازی با ارزش بازه (IVFSs)، که ارائه دهنده یک درجه اضافی از آزادی عدم اطمینان و فازی در جهان واقعی است، بدست آید. این مطالعه یک فرآیند گروه تحلیلی فازی سلسله مراتبی (AHP) بر اساس IVFSs (IVF-AHP)، و کاربرد آن را برای پیدا کردن محل بهینه پایانه حمل و نقل در شهر قائن، ایران را ارائه می کند. نتایج نشان می دهد که روش پیشنهادی یک روش قابل اعتماد در انتخاب محل مناسب برای حمل و نقل پایانه می باشد.

Road Safety Performance Evaluation and Policy Making by Data Envelopment Analysis: a Case Study of Provincial Data in Iran

Abstract :
Considering the need to invest on road safety programs, an efficiency analysis on the implemented countermeasures is required. The system presented in this study is designed to evaluate the efficiency related to the measures annually implemented throughout 30 provinces of Iran in two years 2008 and 2009. The model calculates a relative inefficiency index for each province and in each year, using Data Envelopment Analysis (DEA) method. Each province in each year is defined as a decision making unit (DMU) in DEA analysis. The inefficiency index is defined as the proportion of weighted sum of road fatality risk indices to the weighted sum of road safety performance indicators. The inefficiency rate for each DMU must be minimized by either decreased fatality indices and/or increased safety measures to an optimal extent. Using a dual model of the main DEA model for each DMU, a target setting task can be conducted by identifying the benchmarks as the leading entities. Moreover, some discussions are provided for the results concerning the efficient units and two-year comparison analyses.

Abstract
This study investigated the effects of rehabilitation of sidewalks on improvement of the pedestrians’ mobility. In order to successfully achieve this, sidewalk characteristics were determined via previous studies, expert elicitation and field studies and seven parameters which are available in Tehran’s sidewalks were chosen. These seven parameters were “Side trees of sidewalks”, “Width of sidewalks”, “Type of sidewalks”, “Side buildings of sidewalks”, “Lighting of sidewalks”, “Side facilities of sidewalks” and “Sidewalks' pavement conditions”. Next, four pedestrians sidewalk were randomly chosen. Using AHP method and Collected questionnaires the four sidewalks were prioritized. Sensitivity analysis was applied to find the effects of each of the seven parameters. Considering the results, the effective parameters of each sidewalk were respectively rehabilitated by Photoshop CS3 software and the process of prioritizing was repeated. According to the obtained results, it is not necessary to improve all parameters of a sidewalk to achieve a suitable and attractive sidewalk. An attractive sidewalk will be able to achieve only by improving some certain parameters of sidewalks. The procedure used in this study will lead to save money and time in urban designs and city developments.
